Major General Efren Pallera Baluyot PA is the current and the 24th Division Commander, Armor (Pambato) Division, Philippine Army. He is a proud member of the Philippine Military Academy "Makatao" Class of 1989 and hails from Las Piñas City.
As a seasoned combatant, his extensive command and leadership experiences in the field against communist insurgency and Muslim secessionist propelled his significant and steady rise in the chain of the Philippine Army. As a young officer, he served as platoon leader of Alpha Company of 42nd Infantry Battalion, 2nd Infantry Division Philippine Army; Executive Officer and later as a Company Commander of Alpha Company of 42nd Infantry Battalion, 203rd Infantry Brigade, 2nd Infantry Division, Philippine Army deployed in Bondoc Peninsula during the peak of the implementation phase of the then AFP Campaign Plan Lambat-Bitag that confronted the CTM guerilla fronts of Southern Tagalog that degraded and dismantled CTM guerilla fronts in their area of operations. After finishing his company grade tour of duty in the infantry, he joined the cavalry as Admin Officer of OG3, LABde, PA; Secretary General Staff, LABde, PA; Aviator of Aeroscout Company, LABde PA; Deputy G4, LABde, PA situated in Luzon, then Commanding Officer of 6th light Armor Company (Separate), LABde, PA in Visayas covering the islands of Panay, Negros, Cebu AND Bohol. Because of his extensive experience in counter insurgency, he then was assigned at GHQ, AFP as Chief, Admin Division, GHQ, AFP and Asst Chief, Operations Division, AFPSOTC, OJ3, GHQ, AFP; Chief, Operations & Training Division in Luzon. When he was recalled and his services was then again required by the Light Armor Division then assigned as the Commanding Officer, 4th Mechanized Infantry Battalion in Mindanao that contained the MILF and prevented possible escalation of conflicts in Lanao Norte in Central Mindanao and Commanding Officer Army Aviation Battalion based in Ft Magsaysay, Nueva Ecija with Aeroscout Company deployed in Mindanao that uplifted the army’s aviation capability; Chief, GSMO, Mechanized Infantry Division, Philippine Army on 01 April 2018 that marshaled the Mechanized Infantry Division in gaining two (2) Gold Trailblazer Awards in the Army Governance Pathway and Philippine Army’s show window in the prestigious international hall of fame award. Afterwards, he then became the Brigade Commander of 1st Mechanized Infantry (Maaasahan) Brigade.
With his managerial and operational acumen, MGen Baluyot served in various staff duties in both cavalry and the AFP General Headquarters in the field of personnel, operations, and logistics management. Significant of which is his stint with the AFP Special Operations Team (SOT) Center under the Office of THE Assistant Chief Of Staff FOR Operations, J3 AFP from 2003 to 2009 where he supervised and monitored the effective implementation of SOT concepts for both CTM and SPSG. He was one of the brains behind the formulation of the concept of employing SOT in the so-called white area that still being carried out by the AFP in Internal Security Operations to date. His extensive logistics staff billets in various levels of commands in the Cavalry, PA was punctuated with his assignment as Chief, Logistics Management Division under the office of the Assistant Chief of Staff for Logistics, J4 AFP.
That complementing his experiences both in the field and garrison duties are various courses and trainings such as: Air To Ground Operations Seminar, Special Operations Team Training, Seminar on Company Commander, Basic Airborne Course, Rifle and Pistol Markmanship Trainor Course, Seminar on VIP security, Basic Aviators Course, Armor Basic Course, Basic Safety Management Course, Philippine Flying Safety Course, Rotary Wing Qualification Course, Aviation Safety Course, Armor Offcier Advance Course, Seminar on Strategic Analysis, Seminar on Triad, National Security Situation Awareness Seminar, Command & General Staff Course (graduate with honors) & graduate of Masters in Public Management Major in development & Security From Development Academy Of The Philippines.
With these accomplishments, he earned various military awards which includes the two (2) Distinguished Service Star Medal, one (1) Bronze Cross Medal, Military Merit Medals both in admin and combat, Military Commendation Medals, Campaign Medals and Ribbons, Civic Action Medals, Long Service Medal, Marksmanship Badge, AFP Parachutist Badge, Army Aviators Badge, Command Plaques, Certificate of Merit Awards and to complement his military medals, BGen Baluyot is a recipient of numerous Letters of Commendation and Appreciation from different commanders and other stakeholders to peace and development.
MGen Baluyot was born on March 4, 1967 and is married to former Miss Charito Araracap of Las Piñas city and blessed with three (3) daughters namely, Kate Lynne, Katreena and Karissa.
